For ease of use and exchange of ideas and information, the new multistory City Hall in East Grand Forks, located close to the police station, is a functional facility allowing several city agencies and departments to be located together and interact. Pleasant and efficient work spaces were left as open and flexible as possible to allow expansion and changes within and between departments.

The building structural system consists of a structural steel frame, structural steel joist and girder beams with a cast-in-place composite concrete floor slab. topping, and simple hollowcore roof plank roof. The lateral system consists mainly of masonry shear walls at the stair and elevator shafts and some exterior walls. The structure is supported with a standard spread footing foundation system. A unique feature for the structure is a center dome that extends high above the main building system. The dome is framed with a steel frame forming the round shape required.
