After the Red River flood of 1997 damaged much of downtown Grand Forks, there was a need to reconstruct many of the affected buildings. A single building was ultimately decided upon to replace several of the damaged county offices.

The building is constructed with a structural steel frame supporting: a cast-in-place concrete on metal decking floor and steel bar joist and metal deck roof. Due to heavy building loads and soft soils a driven steel pile deep foundation system was selected to support the structure. As part of the project, a two-level parking structure was built on the same block to provide additional parking due to the consolidation of several county offices.
